Position Summary Information

General Information

Payroll Services at James Madison University is accepting applications for a Technology Manager to manage complex technical and operational support for the Payroll Services office and assist with implementation of new capabilities and/or systems. Duties and responsibilities include providing effective supervision to Payroll Transaction Analysts, by ensuring accuracy and integrity of all payroll transactions through analysis, research and PeopleSoft query designs and manipulations; serving as the functional resource for all university applications that impact the payroll department; serving as the functional/technical liaison with the IT HRMS App Manager and department for payroll maintenance and production issues within Payroll Services and other JMU Finance areas that may be effected; and enhancing customer service and improving processes by continued development, testing and documentation of the PeopleSoft HRMS System.

Duties and Responsibilities

Specific duties and responsibilities include operating as the technical/functional liaison between Payroll Services and Information Technology; supporting the development of the functional and technical specifications for the implementation of existing and future functionality; performing and managing multiple projects at once, as well as complex testing, problem identification and resolution with individuals internally and externally; coordinating testing of new releases, updates and patches to the HRMS system; developing documents and performing system and user acceptance tests with input from the user community; serving as a module lead for all payroll aspects of the HRMS system; and building the functional foundation for new solutions.

The successful candidate will also be responsible for maintaining full knowledge of software functionality; must stay familiar with current and future business policies, procedures and regulations; responsible for testing processes, as well as training departmental staff on new functionality or process changes and documentation; serving as the primary point of contact for Payroll staff for any technology concern; responsible for monthly reporting to US Department of Labor, Bureau of Labor Statistics; responsible for the monthly health care reconciliation and the quarterly remittance as well as open enrollment processing; serving as back up for Transaction Analysts; and assisting with data entry, audit and reconciliations necessary to complete payroll confirmation process by scheduled deadlines when time allows.

Other duties and responsibilities include helping customers in a professional and timely manner; not releasing confidential information without proper approval; completing work with few mistakes; adapting to changes when needed; entering data into the integrated payroll system according to standards set forth; performing all processes according to federal, state and university policies and procedures; abiding by the Finance Office Ethics Statement; and adhering to the Internal Controls established by management.

Qualifications

Ability to work independently and make decisions timely. Knowledge of accounting principles and practices including tax accounting and a full understanding of payroll operations; data processing systems development; employee relations principles; benefit accounting; benefit programs; word processing; automated integrated payroll systems (preferably PeopleSoft); data base management; query design; and spreadsheet software programs.

Skilled in the use of keyboarding equipment and 10 key calculators necessary. Applicants must have the ability to deal positively and effectively with people from a wide variety of educational and economic backgrounds. Excellent communication and training skills as well as the ability to work in a stressful, high volume, deadline driven environment is necessary. The ability to develop computer system designs to review with programmers and analysts is preferred.
